Job description
POSITION PURPOSE
The Phlebotomist is responsible for collecting blood and clinical specimens while ensuring patient safety, comfort, and accurate specimen handling. Performs specimen processing, documentation, and laboratory support duties in accordance with established policies, regulatory requirements, and infection prevention standards. Works under the general supervision of the Laboratory Manager.
SUMMARY

ESSENTIAL FUNCTIONS
• Performs blood collection procedures, including venipuncture, capillary puncture, finger sticks, and heel sticks, using appropriate equipment and sterile techniques.
• Explains collection procedures to patients, addresses questions or concerns, and promotes patient comfort and safety throughout the collection process.
• Accurately labels, identifies, processes, and prepares specimens for in-house testing or transport to reference laboratories following established procedures.
• Performs routine laboratory testing and assists with specialized testing as directed and within the scope of the position.
• Maintains specimen integrity through proper handling, storage, transport, and quality control procedures.
• Reviews laboratory orders, verifies patient identification, and ensures accurate documentation of specimen collection, testing, and patient information.
• Operates, cleans, and performs routine maintenance on laboratory equipment and instruments according to established procedures.
• Maintains laboratory inventory by monitoring supplies, stocking work areas, and requesting laboratory and office supplies as needed.
• Maintains a clean, organized, and safe laboratory environment by following OSHA, CLSI, infection control, and biohazard waste disposal guidelines.
• Collaborates with providers, nurses, laboratory personnel, and other departments to ensure timely and accurate specimen collection and processing.
• Responds appropriately to patient reactions during or after specimen collection and assists with patient recovery as needed.
• Maintains the confidentiality of patient information in accordance with HIPAA and organizational policies.
• Adheres to Universal Precautions and all applicable safety, quality assurance, and regulatory standards.
• Performs other duties as assigned.

• Knowledge of purchasing, inventory control, and supply chain operations, preferably in a healthcare setting.
• Knowledge of basic budgeting principles and cost analysis.

WORKING CONDITIONS
Work is performed in a Critical Access Hospital and Rural Health Clinic setting. Frequent interaction with patients, physicians, and CIH staff is required. Employees may be exposed to communicable diseases, toxic substances, medicinal preparations, and other conditions common to clinical environments. Adherence to safety policies and health regulations is mandatory.

EDUCATION
• High school diploma or equivalent required.
• Successful completion of an accredited phlebotomy training program required.
EXPERIENCE
• Minimum of two (2) years of experience performing venipuncture, capillary blood collection, and specimen processing in a hospital, clinic, or comparable healthcare setting preferred.
• Knowledge of laboratory terminology, specimen handling procedures, and infection control practices.
• Experience with laboratory information systems (LIS) and electronic health records (EHR) preferred.
LICENSES & CERTIFICATIONS
• Current California Certified Phlebotomy Technician (CPT I or CPT II) certification required
• Current Basic Life Support (BLS) certification preferred or required, as applicable.
