Job Function Summary:
Involves providing administrative oversight to a number of clinical services departments (medical, diagnostic and therapeutic, inpatient and outpatient) within the organization. Administrative oversight includes developing objectives and policies, reviewing organization's budget, evaluating performance of departments under direction as well as performance of key management personnel, and evaluating requests for new or additional services or programs. Activities also include contributing to strategic planning and directing all activities of clinical professional services departments through subordinate management staff.

The Orthotic and Prosthetic Clinical Manager provides clinical and operational leadership for assigned clinic location(s), patient populations, and/or specialty service lines within the Department of Orthopaedic Surgery. In addition to maintaining an advanced clinical practice, the Clincal Manager is responsible for overseeing the delivery of safe, high-quality, and efficient orthotic and prosthetic services while ensuring compliance with applicable regulatory, accreditation, and departmental standards.
The Clinical Manager is accountable for monitoring clinical quality, patient safety, operational performance, and financial outcomes within their assigned area(s) of responsibility. The position identifies opportunities to improve patient access, clinical workflows, operational efficiency, and revenue performance through process improvement, business development, referral relationship management, and implementation of departmental initiatives.
The Clinical Manager provides day-to-day leadership for assigned clinical staff by overseeing performance, supporting professional development, optimizing staffing and resource utilization, and fostering a culture of accountability, collaboration, and continuous improvement. As a member of the Orthotics & Prosthetics leadership team, the Clinical Manager participates in divisional planning and serves as a local leader responsible for communicating and implementing departmental priorities, operational changes, and quality improvement initiatives.

The Department of Orthopaedic Surgery is responsible for the department's academic, teaching, patient care professional services and research activities under the UCSF School of Medicine. The department has over 400 academic and staff personnel at multiple sites (UC, Mt. Zion, MB, SFGH, and VAMC). The Orthotic and Prosthetic Department provides joint patient care with numerous services across the UCSF health care system.

CLINICAL RESPONSIBILITIES:
Full clinical independence in performing clinical assessment, prescription formulation, and execution of orthotic/prosthetic treatment of complex patients.
Perform appropriate clinical assessment, prescription formulation, and execution of Orthotic and/or Prosthetic treatment in a safe and efficacious manner.
Examine and evaluate patients’ prosthetic/orthotic needs in relation to their disease entities, injury, and/or impairment.
Evaluate prostheses/orthoses on patients to assure optimal fit, function, and comfort.
Assess quality of care and efficacy of treatment using outcomes measures.
Utilize of a broad spectrum of orthotic and/or prosthetic treatment modalities to address complex patient presentations.
Provide mentorship and education to residents through clinical observation.
Meet basic clinical standards and complete tasks in a timely manner.
Technical fabrication responsibilities of orthotic and/or prosthetic devices for both in and out patients at all Orthotic and Prosthetic Center practice locations.

Instruct patients in the use of their orthotic/prosthetic device(s).

Each site is expected to fulfill / meet the patient care needs, as dictated by patient referral volume. If sufficient volume exists, clinicians are expected to fill 75% of slots per day/week.
Take weekend call according to the schedule created at the beginning of each fiscal year.

Maintain accurate and complete patient records in EMR system. Documentation must meet department standards, as well as those enforced by CMS.
Authorization of O&P devices – Adhere to office policies and practices outlined by Director and/or Department Chair.
Billing of O&P devices – Adhere to office policies and practices outlined by Director and/or Department Chair.
Adhere to all administrative-related Standard Operating Procedures (SOPs).
Provide mentorship and education to residents through formal didactic training and teaching tools.
In-services (allied health)
• Create and present informative educational presentations to allied health providers in an attempt to provide inter-departmental education, and to improve awareness of the UCSF O&P department and its scope of services.
