Position Summary
A Day in YOUR Life as a Director of Opioid Substance Use
Responsible for the leadership and oversight of Orlando Health's substance use outreach and substance misuse education and training programs.
Responsibilities
• Directs the evolution and the integration of services within the Orlando Health hospital site.
• Works with leadership, management, opioid outreach navigators, linkage coordinators, peer recovery specialists, and community partners to oversee the planning, prioritization, coordination, implementation, and evaluation of programs and processes that contribute to continuity of care through demonstrated use of the interdisciplinary team approach of patients with substance use disorder.
• Demonstrates knowledge and skill in data preparation, analysis, and presentation to maintain effective, efficient, and compliant work environments. Creates data priorities and establishes dashboards for monitoring outcomes and customer satisfaction and a system for control of variances.
• Provides leadership, direct support, and strategic direction for day-to-day operations for all assigned departments/programs to include process improvement projects, as needed to ensure full accomplishment of the teams assigned duties and responsibilities.
• Promotes and supports regular education and training programs that continuously strive toward best clinical outcomes and overall performance improvement.
• Demonstrates extensive knowledge in substance abuse rehabilitation methodology.
• Collaborative responsibility for the development, analysis, and accountability of department budget while managing to achieve hospital and corporate goals.
• Understands the regulatory and external review agencies, third party payers, and community-based organizations. Monitors, evaluates, and redesigns departmental guidelines relative to the roles and responsibilities of assigned teams and ensures compliance, including technology and software systems support workflow to meet or exceed all regulatory and accrediting agency requirements.
• Establishes and maintains an open and positive working relationship with board members, physicians, managers, employees, patients, visitors, and the community in meeting customer needs and organizational goals. Speaks on behalf of opioid overdose and substance use disorder teams in established meetings of hospital leadership, medical staff, and governing bodies.
• Develops and implements personal goals/objectives in addition to operational plans for the hospital in conjunction and consistent with the overall Orlando Health strategic goals and supports overall patient care services.
• Recruits, develops, retains, and evaluates qualified opioid outreach navigators, linkage coordinators and peer recovery specialists recognizing the full accomplishments of staff assigned duties and responsibilities needed to ensure provision of the quality of services and make effective decisions and delegates authority to lowest appropriate level.
• Participates in or chairs appropriate councils, committees, activities, and special projects as needed. Acts as liaison to external accrediting/regulatory bodies for health plans on issue related to opioid overdoses and substance use disorders.
• Maintains reasonably regular, punctual attendance consistent with Orlando Health policies, the ADA, FMLA, and other federal, state, and local standards.
• Supports all policies, procedures, goals, and objectives and maintains compliance with all Orlando Health policies and procedures.
• Collaborates with other Care Management teams such as Care Coordination, utilization review and Mental Health Therapy/Counseling services, pharmacy services and community partners to optimize best care opportunities for patients and families served.
• Relies on extensive experience and judgement to plan and accomplish goals.
• Maintains documentation of work performed in an organized and easily retrievable fashion.
• Requires extensive knowledge of professional discipline and a working knowledge of related fields.
• Participates in meetings where discussion is held regarding hospital's mission, strategic planning, budget planning, operational planning, and review of policies that directly or indirectly affect nursing care and/or operations of hospital.
• Maintains current knowledge of opioid overdose and substance use disorders as well as virtual care opportunities as specified by federal, state, and private insurance guidelines.

Qualifications
• Master’s in Social Work (MSW), Mental Health Counseling, or Marriage and Family Therapy, OR
• Graduate degree in Business or health-related field (Nursing, Business Administration, Health Administration)
• Five (5) years of experience in substance use disorder treatment and recovery management, chronic disease management, care management, care coordination, utilization management, or acute clinical care including care coordination leadership is required.
• Experience in managing care management services or care coordination services, including productivity enhancement, cost reduction, new program development, and quality management is also required.
• Must demonstrate the ability to affect good medical staff relations while working with highly qualified physicians.
• Maintains current State of Florida Registered Nurse (RN) license or Nurse Licensure Compact (NLC), OR
• Maintains Florida State (Chapter 491 Florida Statutes) licensure as a Licensed Clinical Social Worker, Licensed Mental Health Counselor/Therapist.
