POSITION OVERVIEW
Under supervision of the Senior Administrator, the Clinical Supervisor provides clinical oversight, and operational leadership to a team of CASAC, CASAC-T, and CRPA staff. Operating within a shelter setting, this role ensures the deliver of high-quality, person-centered, harm-reduction focused substance use disorder services and peer support to shelter residents. The Clinical Supervisor is responsible for adherence to all applicable supervision, documentation requirements, and overseeing the timeliness and quality of a staff member’s clinical work. The Clinical Supervisor is responsible for client case record reviews, performance improvement, and quality improvement to include all required monthly reports.
KEY ESSENTIAL FUNCTIONS
• Provide weekly individual and group supervision to CASAC and CRPA staff, ensuring alignment with professional standards, ethics, and scope of practice.
• Review and approve clinical documentation.
• Support CRPAs in maintaining peer fidelity while effectively integrating their lived experience into client support without crossing clinical boundaries.
• Oversee crisis intervention, overdose prevention strategies, safety planning, and immediate de-escalation protocols within the shelter facility.
• Monitor case management and counseling workflows to ensure quality care, client engagement, and timely service delivery.
• Champion low-barrier, harm reduction principles throughout shelter operations, ensuring non-judgmental care and accessible support for active substance users.
• Facilitate access to key harm reduction tools, including Naloxone (Narcan) distribution/training, test strips, and drug-checking education.
• Coordinate warm handoffs and linkages to Medicated-Assisted Treatment (MAT) / Medications for Opioid Use Disorder (MOUD), outpatient clinics, and detox/inpatient facilities.
• Lead interdisciplinary clinical case conferences with shelter staff, social workers, case managers, and external service providers, as needed.
• Ensure program compliance with state/local regulatory bodies (e.g., OASAS or local oversight agencies).
• Audit clinical charts and peer service logs regularly to ensure adherence to documentation of encounters and confidentiality (HIPAA / 42 CFR Part 2).
• Track and report program outcomes, client engagement statistics, overdose reverse incidents, and service metrics.
• Recruit, onboard, train, and evaluate CASAC counselors and CRPA peer advocates.
• Develop and deliver continuous professional development in areas such as Motivational Interviewing (MI), Trauma-Informed Care, De-escalation, Harm Reduction, and Professional Boundaries.
• Promote staff wellness and mitigate vicarious trauma, burnout, and compassion fatigue within the team.
• Attend stakeholder and technical assistance meetings with OASAS for the Shelter In-Reach programs.
• Perform additional relevant duties as requested by supervisor/management.

REQUIREMENTS
• Must be a Qualified Health Professional (QHP) to provide clinical supervision in good standing with the appropriate licensing or certifying authority, as applicable.:
• Certified Advanced CASAC (CASAC-A); or
• Certified Master CASAC (CASAC-M); or
• Licensed Master/Clinical Social Worker (LMSW, LCSW); or Licensed Mental Health Practitioners (LMHC, LCAT, LMFT, Psychoanalyst); or
• Certified Rehabilitation Counselor (CRC).
• Education Requirements
• CASAC-A – Bachelor’s degree
• CASAC-M – Master’s degree
• LMSW, LCSW, LMHC, LCAT, LMFT, Psychoanalyst and CRC requires Master degree.
• 3+ years previous relevant clinical work experience in the substance use disorder field of which one year must be supervisory.
• Must obtain Mandated reporter (2 hours) within thirty (30) days.

• OASAS Substance Use Disorder training required to be completed within one year of hire date:
• Medicated Assisted Treatment (MAT);
• Screening, Brief Intervention and Referral to Treatment (SBIRT);
• Confidentiality (3 hours);
• Canon of Ethics (6 hours);
• Clinical Supervision I & II (total 30 hours).
