The IT department supports the organization's technology infrastructure and systems, focusing on delivering reliable, secure, and scalable technology solutions. It drives enterprise-wide technology modernization and supports operational efficiency through strategic technology management and innovation.
JOB SUMMARY
The Chief Technology Officer (CTO) leads enterprise-wide technology modernization efforts within the IT department, focusing on stabilizing and optimizing the OCHIN Epic system to ensure effective delivery on technology investments. Reporting to the Chief of Staff, the CTO directs technology strategy, resource management, and innovation initiatives to enhance the end-user experience and operational efficiency across the organization. This role provides leadership to the Head of Technology and ITS/HIS teams and manages technology budgets and purchasing decisions.
ESSENTIAL FUNCTIONS
Technology Strategy and Leadership
• Develop and execute the organization's technology strategy aligned with operational and infrastructure objectives, emphasizing enterprise-wide modernization and OCHIN Epic system optimization.
• Lead technology change management initiatives to improve organizational effectiveness and service delivery, with a focus on healthcare technology expertise.
• Collaborate with executive leadership and cross-functional teams to integrate technology solutions that support organizational goals and impact multiple functions.
IT Systems and Infrastructure Management
• Oversee the design, implementation, and maintenance of IT systems and infrastructure to ensure reliability, security, scalability, and compliance with relevant standards and regulations.
• Manage technology budgets, purchasing, resources, and vendor relationships to optimize investments and performance.
Team Leadership and Development
• Provide leadership, guidance, and professional development opportunities to IT teams, including the Head of Technology and ITS/HIS teams, fostering high performance and innovation.
Operational Decision-Making and Support
• Make independent decisions regarding financial investments in technology solutions, team and department restructures, and implementation of new systems affecting the entire organization.
• Maintain availability for technology emergencies to ensure continuous operational support.
Supervisory Responsibilities
• Directly supervises the Head of Technology and ITS/HIS teams.
• Responsible for decisions involving team and department restructuring.
• Oversees staff development, performance management, and recruitment within supervised teams.
NON-ESSENTIAL FUNCTIONS
• Perform other duties as assigned.
REQUIRED QUALIFICATIONS
• Bachelor's degree in Computer Science, Information Technology, Healthcare Informatics, or a related field, or an equivalent combination of education and directly relevant experience.
• Significant experience in technology leadership roles within complex organizations, including strategic planning, IT management, and technology implementation.
• Demonstrated expertise in OCHIN Epic/Epic system implementation and healthcare technology.
• Proven track record of managing enterprise-wide technology modernization and change management initiatives.
• No license or certification is required.
• Proficiency in IT systems architecture, infrastructure management, cybersecurity principles, and technology project management.
• Experience with technology budgeting, purchasing, and vendor management.
• Strong skills in technology strategy development and execution.
• Expertise in OCHIN Epic/Epic system technologies and healthcare IT compliance tools.
• In-depth knowledge of current and emerging technology trends, especially in healthcare IT.
• Understanding of regulatory and compliance requirements related to healthcare technology.
• Knowledge of nonprofit healthcare and human-services technology environments.
• Expertise in technology change management and digital transformation.
PREFERRED QUALIFICATIONS
• Advanced degree in Information Technology, Healthcare Informatics, Business Administration, or a related field.
• Experience leading technology initiatives in nonprofit healthcare or human-services organizations.
• Proven success in driving digital transformation and innovation in healthcare technology environments.
• Experience managing large-scale Epic system implementations and optimizations.
• Relevant professional certifications such as Certified Information Systems Security Professional (CISSP), Project Management Professional (PMP), or Certified Information Technology Manager (CITM).
• Advanced skills in enterprise architecture frameworks, cloud computing, and data analytics platforms.
• Experience with integrated healthcare IT systems and compliance tools.
• Strong proficiency in OCHIN Epic/Epic system administration and optimization.
• Specialized knowledge of healthcare IT regulations, data privacy, and security standards.
• Familiarity with nonprofit organizational structures, funding models, and healthcare service delivery.
• Deep understanding of technology change management methodologies.
PHYSICAL REQUIREMENTS
• Ability to work at a computer workstation for extended periods.
• Effective verbal and written communication skills for meetings, presentations, and collaboration.
• Mobility to attend meetings and events within the organization and externally as required.
• Capacity to respond to technology emergencies as needed.
WORK ENVIRONMENT / SCHEDULING REQUIREMENTS
• Primarily office-based work environment with regular interaction with staff, leadership, and external partners.
• Occasional travel between organizational sites and to external meetings or events.
• Standard business hours with potential for extended hours to meet project deadlines, organizational needs, or technology emergencies.
• Availability for on-call support during critical technology incidents.
