Navajo Preference Employment Act

Overview
POSITION SUMMARY
The Chief Ancillary Officer (CAO) Mentee participates in a structured executive development program designed to prepare the incumbent for future executive leadership of ancillary services. Under the guidance and mentorship of the Chief Ancillary Officer and executive leadership team, the mentee gains progressive responsibility for the operational, financial, and strategic oversight of ancillary departments, including Pharmacy, Laboratory, Radiology/Imaging, Telemedicine, Physical Rehabilitation, and Cardiopulmonary Services.
The CAO mentee is responsible for making recommendations regarding the overall strategic direction and oversight of the ancillary services of the healthcare system’s operational management which includes, but is not limited to, development, day-to-day operations and interdisciplinary coordination and communication of the Strategic Plan. The CAO mentee is responsible for the quality and provision of the overall mission and goals of TCRHCC as directed by the CEO and per the Strategic Plan.
The CAO mentee also serves as a leader on the Senior Leadership Council (SLC) and as an active participant in furthering the goals and objectives of the hospital and fulfilling duties and obligations as set forth in the SLC Charter.
The CAO mentee serves as an advisor to the Board of Directors and provides the Board input and assistance to evaluate the hospital’s performance related to TCRHCC’s mission, vision and goals, and assists the Board in the annual review and, when necessary, the modification of the hospital’s mission, vision and goals, all as set forth in TCRHCC bylaws and as required by Joint Commission Accreditation and Center for Medicare and Medicaid Conditions of Participation standards.
May serve as acting CEO in the CEO’s absence.
Qualifications
NECESSARY QUALIFICATIONS
Education:
• A master’s degree in Business, Public Health, Health Administration, Nursing, or another related healthcare field, or a doctoral degree in a healthcare-related discipline, such as Pharmacy (PharmD) or Physical Therapy (DPT).
• AND must meet applicable education, licensure, certification, and/or registration requirements for clinical professional degree.
• Radiology, Pharmacy, Cardiopulmonary, Laboratory, Nursing, Physical Rehabilitation or related clinical field: Appropriate professional licensure/certification as required.

Experience:
• Five (5) years of progressively responsible leadership in an acute healthcare setting, including management of one or more ancillary or clinical support departments.
• Demonstrated leadership experience in operations, quality improvement, financial management, or regulatory compliance preferred.

Other Skills &Abilities:
A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers. All employment references must address and indicate success in each one of the following areas:
• Proven ability to develop a positive, solid relationship with hospital management, medical staff and other hospital staff.
• Proven sensitivity and understanding of the political issues within the hospital’s service community and within the hospital’s organization.
• Demonstrates high ethical standards and has no history of any proven ethics complaints.
• Has a history of being held in high regard for both ethical standards and performance and practice standards among his/her peers.
• Proven high level of understanding of the healthcare industry and its regulatory environment.
• Proven knowledge of applicable laws, regulations, guidelines and professional standards.
• Proven ability as an excellent communicator and a proven ability to work effectively with medical staff, hospital employees and the hospital Board of Directors
• Proven ability as an effective medical and clinical trainer and mentor, and an ability to share information and medical skills with the medical staff.
• Proven record of strong leadership skills and an ability to mentor healthcare employees.
• Proven effectiveness as a team player who shares information with the healthcare team and supports the overall mission and goals of the healthcare institution.
• Proven knowledge of the requirements of the Joint Commission regulations, HIPAA/HITECH, AAAHC and Community Health Center regulations and requirements, as well as other applicable healthcare governing bodies.
• Completion of and above-satisfactory scores on all job interviews, demonstrating to the satisfaction of the interviewees and TCRHCC that the applicant can perform the essential functions of the job
• Successful completion of and positive results from all background and reference checks, including positive employment references from authorized representatives of past and current employers demonstrating to the satisfaction of TCRHCC a record of satisfactory performance and that the applicant can perform the essential functions of the job

PHYSICAL:
This position requires an individual of high energy that can maintain a long and flexible schedule to meet the leadership requirements of this position. Includes long periods sitting in meetings; intense work on a computer; frequent walking to reach locations in the facility and standing; occasional reaching, bending, light carrying of files, documents, and requires ability to travel to attend Conferences and Meetings off campus. Must have ability to occasionally climb, kneel, crouch and twist. Position requires the ability to occasionally lift up to 34lbs and push/pull occasionally over 100lbs. Must have ability of far vision, near vision, color vision, depth perception, seeing fine details, hearing normal speech, hearing overhead pages and telephone use. Must have ability of simple/firm grasping and fine manipulation of both hands and use of keyboard.

Responsibilities
ESSENTIAL FUNCTIONS
• Participates in a structured executive mentoring and leadership development program under the direction of the Chief Ancillary Officer and CEO.
• Learns executive leadership responsibilities, including strategic planning, budgeting, quality improvement, regulatory compliance, and operational management.
• Participates in emergency preparedness, disaster planning, and organizational response activities.
• Participates in organizational committees, executive leadership meetings, and interdisciplinary workgroups to gain executive leadership experience.
• Works in cooperation with the Board of Directors and Senior Leadership Council to implement the goals, mission and objectives of TCRHCC.
• Provides knowledge and expertise to the CEO, the Board of Directors and others regarding all aspects of the Ancillary services of the hospital and makes suggestions and provides guidance in order to assure the provision of high quality care to TCRHCC patients.
• Works closely with the Senior Leadership Council to ensure compliance of the full medical staff with regards to the medical staff bylaws, rules and regulations of the State, Federal and regulatory mandates and standards and TCRHCC policies and procedures.
• Works with the organizational Leadership to oversee, quality and risk management, development and maintenance of the ancillary departments, participating in assigned committees.
• Reviews and provides input regarding policies/procedures and make recommendations to the Senior Leadership Council on relevant hospital-wide policies as related to Ancillary Services, oversees the general conduct of care of the staff and oversees the reported breaches of standard of care, and participates in professional review actions.
• Provides insight and leadership in his/her collaboration with the CEO, and SLC in the development, building and management of an Ancillary staff competent of meeting patient care objectives and linking clinical practices to clinical and financial operational strategies.
• Leads quality improvement, patient safety, and performance improvement initiatives using evidence-based practices and data analytics to optimize clinical and operational outcomes.
• Functions as administrator on-call as assigned or delegated per Administrator On-Call Schedule.
• While working as the CEO’s advisor, the CAO shall foster and contribute to a close and mutually beneficial relationship between hospital leadership and the Board of Directors.
• Recommends clinical service practice objectives and contributes to the expanded mission of a seamless, integrated healthcare system for TCRHCC patients and develops and implements the strategies to integrate clinical performance and quality information and data collection as needed for quality patient care.
• Works in close cooperation with the CEO to monitor and promote the efficient use of hospital resources, including operational business functions like budget, staffing, equipment and purchased referred care and patient referred care coordination.
• Provides coaching, mentoring, training and leadership to ensure compliance with regulatory requirements to create and maintain a work environment with high morale and productivity.
• Partners with clinical, operational, and administrative leaders to advance patient experience initiatives, monitor performance metrics, and implement evidence-based improvements.
• Assists the CEO with executive oversight for workforce planning, recruitment, retention, succession planning, and leadership development for ancillary service leaders and staff.
• Represents TCRHCC in the community and at various community functions as may be designated by the CEO. Provides input to the Board of Directors regarding the Ancillary Staff performance related to TCRHCC’s mission, vision and goals, and in meeting the Joint Commission requirements.
• Provides management oversight to medical risk and general liability issues for TCRHCC.
• Maintains familiarity with the Commission Corps rules and requirements, writing of COERs, awards and the recommendation for advancement/promotion of Commissioned Officers under his/her supervision.
• Works to develop and maintain quality professional relationships with referring and non-referring physicians and suggests, recommends and implements methodologies to improve area service planning and develop strong professional relationships internally and externally for the Ancillary service Division.
• Works closely with the CEO and SLC in the development, performance and ongoing operations of the hospital’s electronic health records systems and works with all EHR users to ensure the successful implementation of the electronic health records systems in accordance with the Federal regulatory guidelines.
• Oversees departmental budgets, capital planning, resource allocation, and productivity to ensure fiscal stewardship and operational sustainability.
• Works closely with the CEO and Chief of Staff to evaluate the medical staff integration with Ancillary Service development of plans for continual improvement on the efficiency and effectiveness as a group, as well as providing individuals with professional and personal growth opportunities.
• In conjunction with the CEO, the CAO shall ensure that patient care policies and procedures and patient services are effectively established, implemented and monitored.
• Promotes a culture of accountability, innovation, collaboration, diversity, equity, inclusion, and continuous learning throughout all ancillary departments.
• Provides leadership and guidance to the Ancillary Division Leaders in developing and implementing ongoing effective and efficient educational, performance improvement programs and trainings that advance the quality of patient care delivery and advance service excellence.
• Ensure proper PPE is always worn while on duty including but not limited to, face mask, gloves, gown, isolation gown, NIOSH-approved N95 filtering facepiece respirator or higher, if available), and eye or face shield.
• Complete all donning and doffing tasks in a safe acceptable method and discard of used PPE accordingly. (see CDC website for most current updates)
• Complete task training for all routine cleaning and decontamination processes for all surfaces contaminated by a communicable disease to ensure a high level of patient, visitor, employee and external customer satisfaction.
• Perform all other duties as may be assigned by the CEO.
