Job Description Summary
Reporting to both the Associate Deputy General Counsel and to the Executive Director, Corporate Compliance, and to the President and Chief Administrative Officer, is responsible for handling and providing advice on a wide range of legal and compliance matters to Shirley Ryan AbilityLab (“SRAlab”) leadership and staff across legal, compliance, privacy, operational, clinical research and regulatory functions. The position may represent SRAlab before the Circuit Court, Federal District Court, state and federal agencies and third parties.
Job Description
• Provides SRAlab leadership, Medical Staff, Research Staff and other SRAlab clinical and non-clinical staff across the organization with legal and compliance advice and recommended action on a wide variety of matters. On limited matters where involvement of outside counsel is authorized, will manage such activities and ensure the most cost-effective and high quality of services.
• Works with various SRAlab departments including Medical and Nursing Staff, Public Safety, Marketing, Advancement, Information Systems, Human Resources, Research, Finance, Facilities, and Adaptive Sports programs to support their ability to carry out their responsibilities in compliance with legal, regulatory and contractual requirements. Develops, reviews and supports processes involving contracts, healthcare compliance, privacy, revenue cycle, and other regulatory-related matters.
• Regularly tracks, researches and analyzes proposed and passed federal, state, and local laws and regulations and other governmental actions, announcements, and guidance, and provides key stakeholder succinct and practical information regarding these legislative actions in those areas that affect SRAlab, including but not limited to, the health care environment.
• Researches, writes, reviews and negotiates contracts, as well as managed care, payor, and real estate agreements with third parties including, but not limited to, academic institutions, vendors, granting organizations, regulatory agencies, payors, professional staff, landlords/lessors, and others working in conjunction with the appropriate SRAlab Executive or designee.
• Ensures compliant and legal resolution of patient care issues, including patient complaints and grievances, assessment of advance directives, review and drafting of organization-wide policies including compliance handbook, drafting of consents and waivers, executive level summaries and reports and settlement agreements. In connection with these activities, assesses SRAlab’s liability, determines an appropriate plan of action, makes recommendations to appropriate Medical/Clinical staff and SRAlab Executives, as appropriate with consultation with the President, Chief Administrative Officer/designee and ensures follow through of approved plan of action.
• Researches and analyzes various issues associated with health care operations and provides guidance and resources to implement measures or procedures related to those issues.
• Responds to subpoenas and other legal or administrative requests for depositions, documents or testimony; supports staff in educating about such processes.
• Works with Human Resources to ensure prospective and current employees’ compliance with federal, state and local laws, rules and regulations, as applicable.
• Represents SRAlab in claims, causes of action, regulatory hearing or litigation before various divisions of the state and federal courts, and other government and administrative agencies.
• Collaborates closely with both the Compliance team and the Office of General Counsel to respond to IDPH, CMS, FDA and other government and administrative agencies relating to patient issues and/or legal and regulatory matters.
• Researches the relevant law and drafts responsive documents including responses to patient complaints and grievances, regulatory inquiries and legal matters.
• Performs and supports compliance audits and investigations, revenue cycle activity, privacy and security related inquiries, and keeps apprised of new legal and regulatory developments affecting SRAlab.
• Performs all other duties that may be assigned in the best interest of SRAlab.

Reporting Relationships:
• Reports to both Associate Deputy General Counsel and to the Executive Director, Corporate Compliance

Knowledge, Skills & Abilities Required:
• Knowledge of the law and its application to health care providers acquired through completion of Juris Doctor degree and active Illinois licensure
• Minimum of 5 years healthcare experience or other related field (e.g., regulatory affairs, litigation, privacy, risk management);
• Certifications in healthcare compliance and privacy preferred (e.g., CHC, CHPC, CHRC, CCEP);4. Prior managed care experience (contracting and reimbursement methodologies) preferred;
• Experience drafting, reviewing and negotiating complex healthcare and commercial agreements preferred;
• Strong business judgment and demonstrated ability to provide solution-oriented, practical, risk-based legal advice;
• Outstanding people leadership and project management skills with proven track record of building relationships both organizationally and across the industry;
• Exceptional analytical, problem-solving, issue-spotting, and decision-making and conflict management and written and oral communication skills with the ability to manage multiple complex matters in a face-paced, innovative, fluid, entrepreneurial environment; and
• Demonstrated ability to collaborate across functional, level, and organizational boundaries.

Working Conditions:
• Normal office environment with little or no exposure to dust or extreme temperature.

Pay Range:
$128,500.00 - $213,300.00
